A new state law now allows the residents of manufactured housing communities in Delaware to purchase the communities in which they live should they be offered for sale. In many manufactured housing communities, the tenants own the homes but lease the ground on which those homes are located, creating potential problems when the landowner wishes to sell the property. The new law (House Bill 504) addresses that possibility by giving homeowners the ability to collectively purchase the land. The legislation – the result of five months of intense negotiations – provides homeowners with a "right of first offer" and establishes a method for a homeowners' association to make an offer to purchase a community. If the owner declines, he cannot sell the property during the year that follows for anything less than the price initially offered by the residents. Certain exemptions are built into the law to allow community owners to sell or transfer their land to close family members. The legislation also contains language to cover the possibility the community could be sold at auction. State Rep. Bob Valihura, the chair of the House Subcommittee on Manufactured Housing and one of the prime sponsors of House Bill 504, says he believes the new law will prove to be the best of its kind in the country and will inspire similar legislation in other states.

On April 29, 2008 State of Delaware House Representative Robert Valihura and Representative Deborah Hudson toured the Blue Mountain Recycling Facility in Philadelphia, PA with Delaware Solid Waste Authority (DSWA) Chief Executive Officer, Pasquale S. Canzano and Chief Operating Officer, Richard P. Watson. The Blue Mountain Recycling Facility receives Single Steam Recyclable Materials from DSWA, the City of Wilmington, the City of Philadelphia and others. The City of Wilmington delivers its single stream recyclables to DSWA's Delaware Recycling Center located at Pigeon Point for transfer to Blue Mountain's facility. DSWA under an agreement with Blue Mountain then transfers The City of Wilmington single stream recyclables to Blue Mountain. The materials are then separated using both mechanical and hand sorting methods. The separated materials accepted at Blue Mountain include but are not limited to cardboard, paper, several individual plastic streams, steel cans, aluminum cans and crushed glass.
Standing in the Old New Castle Courthouse, State Rep Robert Valihura (R-Delaware North) joined other lawmakers on February 27, 2007 to unveil bills that would apply the Freedom of Information Act to the General Assembly.
